Manages the implementation of Social Equity Program and other community-based TESD programs through the development and packaging of said programs and in coordination with Regional and Provincial Offices;

Participates, assists, or coordinates In the preparation of the Action/Work Plan, Implementing Rules and Regulations, Memoranda of Agreement/Understanding for program implementation related to special clients and Inter-Agency engagements.

Monitors and evaluates community-based TESD programs implementation and programs for special clients

Establishes partnerships with the Local Government Units (LGUs), Civil Society Organizations (CSOs), Corporate Social Responsibility (CSRs), other geographic communities (Agrarian Reform Communities (ARCs), Indigenous Peoples (IPs) and their communities, etc.) and other partners in coordination with the Regional and Provincial Offices in pursuit of Social Equity and community development programs;

Develops capability building programs for Community Training and Employment Coordinators (CTEC), in coordination with the National Institute for Technical Education and Skills Development (NITESD) and other government agencies, for the implementation and monitoring of community development and social equity programs.

Establishes convergence arrangements with National Government Agencies (NGAs) and other stakeholders in the implementation of Social Equity Programs and other community-based TESD programs for Special Clients
